INNOVATION STRATEGIC PROJECTS OPEN CALL FOR PROPOSALS

The Terms of Reference for Innovation have recently been published, putting out the Second Call for strategic project proposals: Enhancing Mediterranean Governance.

This call takes place under the framework of Interreg MED Programme Axis 4 - Governance and is open from 10 March to 10 June at noon (CET) only for public authorities or equivalent. The private sector is not eligible on this occasion.

A Focus on Innovation in Blue Economy

Blue bio-economy has an anticipated high growth rate in the upcoming years (revenue generation, new high-end jobs, employment increase, high value-added specialized products), due to the existence of societal needs for products and services that are created by using blue bio-technologies. The strategy for a sustainable blue bio-economy in MED aims to develop an innovative, resource efficient, and competitive society that promotes sustainable use of renewable resources for industrial purposes, while ensuring environmental protection.

Strategic Projects Proposals: Enhancing Mediterranean Governance and Innovation

The main objectives of the SPs are to increase the innovation capacity in the blue bio-economy, especially through the promotion of a better governance of innovation policies at the European, national and regional levels. The SPs will contribute to improve the innovation capacity through:

  1. The promotion of the use of blue bio-technologies to address the Sustainable Development Goals (SDGs) in the MED;
  2. The promotion of new value chains and business opportunities related to the blue bio-economy generating shared value (economic, environmental and social);
  3. The articulation of collaboration among the quadruple helix actors (public administration, academia, business and civil society) through platforms, alliances or new forms of governance;
  4. New mechanisms to improve the governance of innovation policies in the MED.

The first Strategic Project will focus on promoting the use of blue bio-technologies to address the SDGs in the MED and new value chains and business opportunities. The expected results are the development of a model to promote a better governance of the interregional innovation investment projects at the Mediterranean scale, involving both shores.

The second Strategic Project will focus on promoting the articulation of the collaboration of the quadruple helix actors to address the SDGs in the MED and on improving the governance of innovation policies to increase the coherence among multilevel programmes, strategies and initiatives. The expected results are the articulation of a MED forum or alliance focused on blue bio-economy to strengthen and develop dialogue and to articulate joint responses among MED actors to address SDGs.

Strong interaction and communication channels between the two projects will be necessary to enhance the coherence and maximise the impact. Activities to be implemented, common for both SPs, include managing, communication and operational activities.
