HORIZONTAL AND STRATEGIC PROJECTS IN PROGRESS FOR A BETTER MEDITERRANEAN GOVERNANCE

Launched in 2019 and 2020, Horizontal and Strategic projects contribute to improve public policies on key Mediterranean issues. 2021 will see the setting up of capitalisation strategies for Strategic Projects and the implementation of transfer and mainstreaming activities for Horizontal ones.

In 2021, Horizontal Projects enter the operational phase of mainstreaming objectives with the implementation of modular projects dedicated to capitalisation activities (calls for modular projects launched in December 2020 and February 2021). Horizontal Projects will therefore have the possibility to mobilise additional resources to identify the most relevant outputs and launch the operational phase of their transferring and capitalisation strategies.

Strategic Projects which started in 2020 are now setting up their own capitalisation strategies in the perspective to launch transfer and mainstreaming activities in 2021 and 2022. In this context exchanges and coordination between Horizontal and Strategic projects constitute an important issue to better mobilise key players, develop thematic synergies and increase their impact in the Mediterranean area.

With the second generation of Horizontal projects, thematic communities have the possibility to deepen their knowledge and intervention capacities in key Mediterranean areas (Blue and Green economy, social and creative, energy efficiency and renewable energy, urban transports, biodiversity protection and sustainable tourism). For each of these fields, Horizontal projects identify significant results whose sharing and dissemination could contribute to improve Mediterranean governance and public policies. These results include innovative tools to unlock blue economy sectors (maritime surveillance, blue energies...) or to "green" the yachting sector (Blue Growth), a Mediterranean knowledge platform on biodiversity protection (Biodiversity), capacity building about energy issues for owners and managers of public buildings (Efficient building), the implementation of sustainable tourism plans throughout Mediterranean Regions (Sustainable Tourism), the integration of energy transition objectives into territorial planning (Renewable Energy), the development of agrifood and eco-innovation (Green Growth), the promotion of creative clusters (Social and Creative), or a wider use of sustainable urban mobility planning (Urban Transports).

Regarding Strategic projects, transfer and capitalisation activities are less developed due to a latter start. However, key strategic issues are already highlighted with for example the four pilot studies of MED OSMoSIS which are focused on the integration of maritime data in the use of marine areas (maritime traffic, routing, forecasting...), the promotion of "Search and Rescue" (SAR) pilot experiments, the development of Operation Patrol Tool (small boats movements, coastal navigation) or a system for navigational warnings. In the case of SHAREMED (Marine environment), the purpose is to develop transnational observation and forecast systems in order to address environmental threats.

For Horizontal projects, 2021 is a key period with the start of modular projects dedicated to transfer and mainstreaming. One of the main objectives will be to identify or confirm potential takers (institutions interested in using projects outputs) and to elaborate with them operational transfer plans. Strategic projects are still more upstream with the drafting of capitalisation strategies, although some outputs are already identified for future mainstreaming activities and these projects mobilise strategic authorities for policy integration. Despite that these projects follow different dynamics, they are closely connected around common issues (maritime activities, sustainable development, innovation...) and may in many cases interest similar potential "takers" (regional, national, international bodies). In this context, the different Work Packages of PANORAMED (Coastal and maritime tourism, Maritime surveillance, Innovation, Liaising and Mainstreaming) will be mobilised to help them achieve these objectives.
