The Interreg MED Governance structure came together in the premises of the Spanish Minsitry of Finance in an effort to coordinate strategies and activities

The Interreg MED Coordination Mechanism meeting took place on 20 February at the premises of the Ministry of Finance in Madrid (Spain). It was an opportunity for PANORAMED partners, Horizontal Projects and Strategic Projects representatives to come together and discuss the organisation of their activities for a common goal.

Throughout the morning session, several coordination proposals were presented:

  • Centralise information to keep track of the decisions on matters of common interest;
  • Set-up a common calendar of meetings, working sessions and conferences;
  • Promote joint participation in events and strategic campaigns to coordinate input to the technical and political agenda, strengthen visibility and advocate project results;
  • Implement a mapping of shared milestones, resources and a time plan between PANORAMED thematic groups, SPs and HPs;
  • Share outputs collection matrices to facilitate reuse and exploitation of results; and,
  • Put together a list of experts to pool contacts that could be shared and activated when needed.

The programming period is coming to an end so 2020 stands out as a delivery year, while it will serve as a drafting one for the next phase 2021-2027. It is also a year of multiple anniversaries: the Lisbon Treaty was signed 30 years ago, Interreg turns 30 and the Schuman Declaration is now 70. Due to the importance of the year 2020, in November, a conference will be held in Paris with a focus on Governance and addressing the Interreg MED Capitalisation Value Chain. In the build-up to this meeting, a Task Force will be set up progressively to take charge of coordination mechanisms.

In the afternoon session, participants were split into working groups, one dedicated to Mainstreaming and the other to Communication, two cross-cutting areas where the ‘thematic communities’ can work together with Strategic Projects and PANORAMED. The Mainstreaming group focused on support to the second generation of Horizontal Projects. It kicked off with a presentation of the results and key lessons of the Mainstreaming process, the methodology and working documents to be implemented with Horizontal and Strategic Projects. Participants then took part in a hands-on task with one example where they could put their knowledge into practice.

Good practices and tips in Mainstreaming include:

  • Chose targeted and realistic objectives and obtain a clear view of the final one;
  • Draft a “transfer plan” with the main steps for the mainstreaming process; and,
  • Invest time, money and human resources in the animation process.

In the second workshop, communication managers of each project gathered to discuss on joint strategies to be defined and adopted in order to spread the results to a broader audience, not only technicians and experts who are already part of the Interreg MED community. Moreover, they were informed about the organisation of an upcoming communication training which will more likely happen in June this year.
